Transfer Special Skin pokemon for when there is a world reset

Allows a player to transfer over special skin pokemon based off playtime, and rank where FTP players can get up to 3 based off play time and each rank adds an additional slot totaling 10 slots for pokemon to be transferred during map wipes.
